Santa Bus

Santa Bus was requested by George Miller. He wanted a big toy bus that kids can play in the dungeon of his castle in Panicale, while they wait for their turn to meet Santa Claus (a.k.a. Santa George). The bus has a counter with two rotors, counting from 00 to 99, and then rolling over to 00 again. The bus rides over a circuits with traffic cones that are counted by the rotor mechanism. The goal is to start with the rotors at 00 from the green "00" stop, and drive the bus to the yellow "25" stop, such that the counter is exactly at 25 at that point. Same challenge for the red "50" stop. The puzzle requires losts of riding around and around. Most kids will likely just enjoy the mechanism and bus pushing.

For those who are counting the number of traffic cone, they may recognize the Fibonacci numbers 13 and 21. Why those numbers?
